Not possible on that POS switch, you need one with QoS and CoS functions to set a service-policy

You would have to modify the firmware to restrict the speed of individual port.

You can however setup a filter to shut off to a particular machine on the LAN by IP address and time of day. Thats about the best you can do.

No. Since the source code is not readily available.

Again you are talking about a $50 device. I have a 604 that came free with my Verizon FIOS. If you want fancy features, you are going to pay big bucks for a full featured router/switch. I have not seen the feature you want in the low priced Linksys routers either.
