cgi-bin and htaccess

I noticed that after I deny an ip through the .htaccess file located in /public_html that my /cgi-bin directory (its before public_html) is still vunerable.

I tried placing the .htaccess in the root directory but it causes cgi-bin to give an "internal server error" when attempting to run any script such as UCJ.

Any ideas? I need to deny access from certain IP's to the cgi-bin directory and keep them from running my scripts.
