                                      Yes, scrubbing in connection with payment transactions relates to fraud prevention. One could say it is the declining of unwanted transactions. Now, no fraud system is 100% perfect so it can happen that even legit transactions are declined.

                                      Maybe wikipedia has something on scrubbing and fraud prevention. You may want to do a search there as well.
