webmaster is a watered down generic term that really means nothing.
it'd be impossible for one person to master the web and all it's continually evolving aspects.

I play with HTML every day of my life, be it working with Dreamweaver or notepad.

Most of our stuff is run by custom scripts these days, but I still use HTML every day.
