Saudis threatened Afghan aid-parley boycott if Israel attended

WASHINGTON (January 27) - Saudi Arabia threatened to boycott last week's International Conference on Reconstruction Assistance to Afghanistan in Tokyo if a delegation from Israel attended, The Jerusalem Post has learned.

Saudi Arabia, which co-chaired the event with the US, European Union, and Spain, pledged $220 million for reconstruction efforts in Afghanistan, one of the largest single-country contributions made at the conference, which raised $4.5 billion.

Diplomatic sources in Washington said the US had assured Israel it would be invited and that the US would back any decision Israel made about what type of delegation to send. Expecting an invitation, Israel decided to send its ambassador in Tokyo, Yitzhak Lior.

After the Saudis voiced their strong objections, Japan withheld an invitation and neither the White House nor the State Department intervened to ensure that Israel would receive one. One well-placed source in Washington said the US told Israel it could request an invitation from the Japanese, but that it would be relieved if it did not.

A White House official said in response that the US did not ask Israel to withhold a representative in response to Saudi pressure. The official declined to elaborate on what transpired regarding the invitation. A State Department spokesman for the Near Eastern Affairs Bureau declined comment.

"The Americans said they would support any decision we took," an Israeli diplomat in Washington said. "They promised us their full support. The Saudis blackballed us. They said, 'If you want our help, keep Israel out.' While they try to project a moderate image, they refuse to sit with Israel even in the framework of a multilateral forum."

A spokesman for the Saudi Embassy in Washington did not return a phone call from The Jerusalem Post. A spokesman for the Japanese Embassy in Washington referred questions to the Foreign Ministry in Tokyo, where officials could not be reached for comment.

Another Israeli diplomat said Israel was disappointed that it was not invited and that the US had not tried to help as promised. But he said Israel would explore low-profile ways of contributing to the Afghanistan reconstruction effort.

"The idea is to try to operate in Afghanistan quietly via the Americans, to build ties with the new Afghan leadership," the diplomat said.

An expert on Saudi Arabia said it is not surprising that Saudi Arabia, which is a vehement critic of Israel's policies toward the Palestinians, opposed Israel's attendance.

Fifty-eight nations plus the Afghanistan Interim Administration attended the conference, as well as 19 international organizations. Israel acknowledges that it could not make a significant monetary contribution, but says it has long exported its expertise in areas like agriculture and combating disease to other nations, including Muslim ones
