Saudis threatened Afghan aid-parley boycott if Israel attended

WASHINGTON (January 27) - Saudi Arabia threatened to boycott last week's International Conference on Reconstruction Assistance to Afghanistan in Tokyo if a delegation from Israel attended, The Jerusalem Post has learned.

Saudi Arabia, which co-chaired the event with the US, European Union, and Spain, pledged $220 million for reconstruction efforts in Afghanistan, one of the largest single-country contributions made at the conference, which raised $4.5 billion.

Diplomatic sources in Washington said the US had assured Israel it would be invited and that the US would back any decision Israel made about what type of delegation to send. Expecting an invitation, Israel decided to send its ambassador in Tokyo, Yitzhak Lior.

After the Saudis voiced their strong objections, Japan withheld an invitation and neither the White House nor the State Department intervened to ensure that Israel would receive one. One well-placed source in Washington said the US told Israel it could request an invitation from the Japanese, but that it would be relieved if it did not.

A White House official said in response that the US did not ask Israel to withhold a representative in response to Saudi pressure. The official declined to elaborate on what transpired regarding the invitation. A State Department spokesman for the Near Eastern Affairs Bureau declined comment.

"The Americans said they would support any decision we took," an Israeli diplomat in Washington said. "They promised us their full support. The Saudis blackballed us. They said, 'If you want our help, keep Israel out.' While they try to project a moderate image, they refuse to sit with Israel even in the framework of a multilateral forum."

A spokesman for the Saudi Embassy in Washington did not return a phone call from The Jerusalem Post. A spokesman for the Japanese Embassy in Washington referred questions to the Foreign Ministry in Tokyo, where officials could not be reached for comment.

Another Israeli diplomat said Israel was disappointed that it was not invited and that the US had not tried to help as promised. But he said Israel would explore low-profile ways of contributing to the Afghanistan reconstruction effort.

"The idea is to try to operate in Afghanistan quietly via the Americans, to build ties with the new Afghan leadership," the diplomat said.

An expert on Saudi Arabia said it is not surprising that Saudi Arabia, which is a vehement critic of Israel's policies toward the Palestinians, opposed Israel's attendance.

Fifty-eight nations plus the Afghanistan Interim Administration attended the conference, as well as 19 international organizations. Israel acknowledges that it could not make a significant monetary contribution, but says it has long exported its expertise in areas like agriculture and combating disease to other nations, including Muslim ones

Bombers target Arab schoolchildren



A bomb attack on an Arab school in Jerusalem has added a fateful ingredient - Jewish vigilantes - to the explosive mix of forces driving the Israeli-Palestinian conflict.

The attack yesterday was claimed in a Hebrew pager message by an organisation called "Revenge for the Infants" which said its aim was to avenge "Jewish children killed by Palestinian terrorists".

Four Israeli children were killed in a suicide bomb attack on Saturday night outside a Jerusalem synagogue, and public opinion was inflamed by the sight of an empty pushchair amid the carnage.

Tuesday's revenge attack was carried out using a bomb placed in the yard of a school in the village of Sur Baher in east Jerusalem. It injured a teacher and three pupils with shards of glass.

Two other bombs were defused at the school and a fourth at a community centre.

Mickey Levy, the Jerusalem police chief, said he had never heard of the organisation but promised to set up a special investigation team along with the domestic security service, Shin Bet. The inquiry would be conducted "with the same diligence as if it was an anti-Israeli attack", he said.

Officials were loath to conclude that the bombs were planted by a Jewish terror group. Ehud Olmert, the mayor of Jerusalem, even suggested it could be a Palestinian provocation. According to Israeli human rights groups, 11 Palestinians have been killed by Jewish extremists in the 17 months of violence - a tiny fraction of more than 1,000 who have died, mainly at the hands of the Israeli army.

Jewish vigilantism appeared in the 1980s when extremists placed bombs under the cars of three nationalist Palestinian mayors. In 1994 an American-born doctor, Baruch Goldstein, shot dead 29 Palestinians praying in a mosque in Hebron. He remains a hero to settler extremists, but his action has been an exception.

An Israeli security official said: "This is a very serious event. If some Jewish extremist organisation put a bomb in a Palestinian school it is very dangerous. So far we have been very satisfied with the tolerance and patience of the Israeli population of the West Bank and Gaza Strip." There are good reasons for the patience of the settlers, who are usually armed. At great risk to itself, the army protects every one of their settlements, often with roadblocks in hostile territory, such as the one where seven soldiers were killed by a Palestinian sniper on Sunday.

By sending suicide bombers into Israeli cities, the Palestinian armed groups have united the population of Israel with the settlers. Once a fringe minority, the settlers have become part of the mainstream.

The number of Israeli dead is split evenly between those killed in Israel and those killed in the Palestinian territories.

But the new Palestinian tactic of focusing attacks on soldiers in the Palestinian territories could change that. Political analysts say support for the war among soldiers and their parents would decline rapidly if they were seen to be dying for the sake of the settlers, rather than in a battle to preserve the state of Israel.

Professor Ehud Sprinzak, of the Hebrew University of Jerusalem, an expert on political extremists, said he was not surprised to hear of the bomb. "I was surprised by the restraint shown - this was mostly a symbolic expression of anger." he said.

The conflict was shaping up to become an "intense dirty war" where groups of citizens would take vengeance into their own hands, he added.

"Once a dirty war evolves, then hell breaks loose. Lots of people participate and ordinary restraints do not apply. If the dirty war continues I would not be surprised to see more of this."

As the number of Israeli casualties rises, the thirst for revenge grows, putting increasing pressure on the army to meet the population's demands.

At that point, not only is that problem solved, but a great deal of Middle Easterners no longer have any reason to support terrorism against the U.S. (except for the U.S. bombs dropping around them, which would be another thing we would have to stop in order for the plan to work).

This could all be done at a fraction of the price our current military expansion (which would no longer be necessary) is costing us.
