I think lighthost.com does windows and is good.

We personally have Windows boxes with OC3network and Webair. We are still new to OC3, but so far their service seems great, and Webair has been nothing but top notch. Both of them have some of the best prices in the industry as well ... just make sure you negotiate a good rate with a sales rep ;)
