How do you set up DNS aliases for range op IPs on my web server?
How do I set up my DNS names on my server like dns1.my-domain.com that will resolve to range of Ips provided by host?

you can't set range, but you can set multiple IN A entries, like:
dns1.my-domain.com IN A 69.69.69.69 dns1.my-domain.com IN A 69.69.69.70 dns1.my-domain.com IN A 69.69.69.71 .... |
