    Why are people so surprised at Bush's behavior about NO?

    I lived in Fort Worth Texas when for the first time in the history of Fort Worth it suffered a direct hit from a tornado.

    Bush, then governor of the state didn't even stop by. He was too busy campaigning.

    So it comes as no surprise that only after under increased pressure would he survey the damage in New Orleans.
