Actually no. In the 90's Clinton cut the entire military by over HALF in the Reduction In Forces Program. He then put a lot of active duty missions in the hands of reserve units. This will end up being the largest military relief effort in US history.
But just like how they didn't appear in Iraq overnight they all won't appear in New Orleans overnight. But I assure you they are being sent there in increasing numbers.
I don't believe they are allowed to enforce the law though.. which is fucked up.
It doesn't help matters when you have to pull authorities from helping deliver aid so they can keep crime down.
