                      I wouldn't read to much into it. Every Country in the world has some sort of plan to deal with any other Country that could be a legitimate threat. Everyone's acting like this is a big deal.

                                  Oh Jesus, this is such a non story. Every time China or Russia made a move - or any other country for this matter - the US Goverment goes over it's options. These range from nuclear to attacks to a full scale invasion to, well, nothing.

                                  And then there is this:
                                  "It was not clear whether Kennedy was speaking of a nuclear strike or in more general terms".

                                  In other words, Kennedy never said we are going to nuke anyone. It was a discussion, and Kennedy never even commented on it.

                                  You think the US doens't have plans to deal with every possible military option - including invading Mexico - your blind to reality.
