free scripts come with free servers. Ask for a free server and you'll get them both. Take a look at hotscripts.com

Why not find the software and then find the server to run it on? It seems like you're going about this backward.
I've seen things like FileMan by Gossamer Threads which would allow for browser-based file uploading and editing. You looking for something like this (among other things)? Fro |
