i've only seen them clean at night
kind of hard to clean the streets during the day with all the cars out

Parking during the day rotates every other day to the opposite side, so there's supposed to always be a side unblocked/clear; so they could easily do it then, and even more so fine and get towed and make more money, the cars that block them..
