If youve never looked into it - here's the study that Henry Kissinger with the National Security Council did for Pres Nixon on how the US could "control the population growth" and disquise it as something the UN or another world organization had done it.

The first world has enough space and takes all resources, especially america.

The second world like China which is aspiring to have first world status needs more cheap workers even though the have / had birth regulation.

The third world like africa doesn't really matter and takes care of itself through ongoing epedemics, genocides etc.

Before the world population in the first and second world really starts to matter all the oil is gone and things will take care of themselves again.

I remember a trade magazine I used to get back in the 70s in my "other" profession used to have lots of articles in it about the different ways to control/reduce populations - of course the scientists that wrote the articles I always considered a little "fringe" but the ideas they had seem to be implemented now in some fashion or another. They always spoke of somehow chemically or biologically changing the layout of the globe, and these guys were top nuclear fusion physicists.

BTW - if youre really interested in what people have proposed in the past do some googling of Garrett Hardin and his work The Tragedy of the Commons. Also the Chinese have already implemented an authoritarian view by limiting how many children a family can concieve
