What's the Deal with Dialers?

My target surfer audience can usually sign up with traditional non-dialer options, so I have never used them, but I do understand that dialers have been seriously exploited and are red-flagged by others.

Some sponsors offer 'no-dialer' options for their link codes and although I understand this has to do with some link-lists and TGPs not accepting sites with dialer joins, it it more than that?

Is the stigma associated with dialers serious enough that even offering on a join page can turn surfers away?

In light of recent announcements related to dialer troubles by larger sponsors, is it best to avoid any dialer options for better conversions?
