An eighteen year old can make a great number of choices that could haunt them for the rest of their lives, adult work is just happens to be one of them. The age does not really matter though in all honesty. At eighteen they could sign contracts and tie themselves up with legal obligations for years to come, they can start or actualy ruin their credit, they can join the military and legally kill people, or do naughty things on camera.
If the age was higher people would still complain, and if it was lower people would still complain. The idea that we prey on those that just enter into adulthood is what gets people no matter the age.
