How to determine server speed?
I run a small tgp network off of a dedicated server. The traffic has halved lately because of what I believe is a slow network How can I test the connection to whether or not it is their network?

ftp to and from your machine is goin tell you the most accurrate speed, ask your buds to do so at the same time, If you can get 10 of them it will give you a fair look at your speed.

If the network is over congested, you'll likely also notice a huge increase in latency of ping requests as well as frequently dropped packets.
