    2257 Regs for OFfshore companies

Do you have to comply with 2257 if you are located in an offshore country such as Nevis or Eastern Europe, etc..and also if you are not a us citizen?

Does having us visitors count as doing business in the USA since you can't really control on the Web if someone from the US wants to visit a website in another country, that is the country's job to control (i.e. like China).

Bump for an intresting question because i have noticed some companies who are really owned by americans using offshore companies for 2257 reasons. I think when you do incorporate in certain countries kind of looks like to me what are you trying to hide.
