How about, she was saying, because there were so many poor people down there who couldn't afford a new home, to rebuild their home, to fix up their home, that despite the horrible issue with the hurricane, their homes will now be rebuilt, and they will be able to find possibly better shelter and have a better life than they did before the hurricane due to the rebuilding of the city!

I think that is what was meant by her comment.

the people in the astrodome weren't a bunch of homeless vagrants. most of them had their own places, places that they and their families had privacy from strangers in. places where they could eat when they wanted, what they wanted.

Jesus you guys blame bush for everything. They have known long before Katrina that the levees were not made to withstand a storm the size of Katrina. This is not Bush's fault. He is not an engineer. The levee's were actually undergoing a study up until the day before Katrina hit to see how they could upgrade them to withstand a larger hurricane. This shows they were trying to do something about it, it was just bad timing for the hurricane to hit.

What about the four days they sat without food and water?! Nothing, not a bottle of water. You are obviously not a parent or you might understand what it would be like to listen to your babies cry for food and not be able to help them. People DIED in that 'shelter', and not from being sick or injured - from lack of water and heat exhaustion. FOUR small babies died because they weren't provided the basic necessities of life.
