people do it all the time and it's a good way to get your account frozen or at the very least you'll lose your disconnect protect. It is most definitely cheating. Take this scenario for example:
Person bets all in on the river. You're not sure you have the best hand. You time out (temporarily disconnect). You are still in the hand. Two things can happen.
A. You win the hand without having to bear the financial risk.
B. You lose the hand and the winner does not get the all in money because of the disconnect, although you are in the hand.
