Simple, if you get a partner request out of nowhere, chances are the cheater has let loose that very same moment and is getting a new account because he knows your going to shitcan that one.
So go check your galleries and you'll find it at this very moment the request comes in.... booya you'll find all them pages have been redirected
They ususally wait a few days to a week from getting the account to redirecting the traffic

When to deny partner accounts...
They are mostly all domains with name servers that point to their domain or worthless name servers and also very shitty domains. 2-3 word domains
that normally consists of a z at the end or something stupid
Whois all domains, if the domain is registered in New York and the phone number is +19393959309503994394935 or whatever, he's a cheater.. plain and simple...
Ask for a business name and phone number, they won't respond.
Never give a partner account to someone you can't communicate with.
get their icq, aim, etc info, they will generate fake ones but you can tell
over time when one is phoney.... also it makes it more work for them
they dont want to work... they want to steal.
Make sure you get all the domains this person submits from. He normally will give up 2-3 more domains he cheats from...
Their domain submits normally will come from lame ip's in the 216.xx.xx.xx range
Watch the submit ip's normally theyre submit ip's will vary in 2-3 days if you notice this, chances are he's a cheater.
You get a partner request full of samples and a desired login/password
THIS IS THEM, automated requests... deny all these
Watch the content, if it varies or is old ass shit, most likely its a cheater.
Watch the descriptions, they use the same gay ones over and over and over and over and over, Believe it or not I can spot a cheater just by reading the description of the gallery....
