It will be voluntary to start, but everyone not in the adult biz wants its mandatory. That way, it's easier to block by ISPs.

As soon as a law is passed by congress signed by the president then gone through the court system all the way to the SC. Considering COPA was singed into law in 1998 yet is till not settled in the courts that will give you an idea. So about 2012 or so. Everyone bail out now.
