You can always make your own plugin using a SQL database and none complex perl scripting.

I used to have a script for that. Had a list of adult jokes, non-adult jokes, long jokes, short jokes all formatted nicely along with a script. Try and find repetitive monkey's ICQ, he might still have all the textfiles of the jokes.
