there's a way of doing CPC
The way google works for webmasters using adsense is not using the top (highest) PPC results for whatever particular keyword. I believe the actual technical equation is alot more advanced and constantly updated but its basically;
Google likes the top PPC to go on google's search page, this helps guard against high priced click fraud from advertisers. It also means google doesnt have to pay out 50% of that amount to their webmasters.
So generally you'll find #5 and below listed on adsense randomly, though this is variable based on number of searches and clickrate for that keyword throught google's search pages.
There's also a variable of what percentage of an advertisers budget goes on adsense as adsense is less productive generally than google's search pagesm (I said generally but there are exceptions) and google wants to be sending decent traffic to their advertisers otherwise they wont be spending more on google's traffic.
Using adsense to determine what keywords are hot is not a foolproof way to find out the CPC but if you use it properly it will tell you how many searches to expect on a keyword (I go for #1 on google's adwords gets 1/8th of the traffic of google's #1 search listing, which is a low estimate but it works in my favour). Also if you adjust your phony keyword PPC in adwords you can see what kind of dropoff you get the further you go down and how many advertisers there are for a particular keyword. It is by no means a way to 100% accurately guage a keyword value but it does provide an educated guess
