Could 2257 hurt Processors as well?

If companies close up shop or leave their members areas up with very little content or not update their sites anymore and not take any more transactions, will the amount of extra chargebacks put the 3rd party processors in trouble. I sure hope not but it seems like it very logically could happen. Any thoughts?

If 2257 doesn't hurt everyone this time around, they will make sure the next update will.
