chances are he is referring to developing a website fully in flash instead of HTML... and the answer to that question is is if you know what you're doing, you can make the size of the flash file equal to or even less than what it'd be if it were HTML.

don't by default associate flash with large file sizes, that is a myth created by those who don't know dick.
