Other than calling in the fake 9/11 call what did she do wrong?

If you decided you had enough and left town and "disappeared" and the cops, city etc decided to spend $1,000's on searching for you, should you be charged?

That's not her fault the police decided to spend all that money.
She doesn't have to stick around and get married and she doesn't have to tell anyone that she's leaving.
Now the 911 call after it's all over with is something else.
But I wonder why she felt she had to run without telling anyone...I can't believe it's all about a wedding. Maybe the guy's abusive and she had no way of saying no to him.
