If the webmaster you send will get to 100 signups you will get the $3000 Bonus, and if he will not get to 100 signup, you will not get the $3000 bonus.

In both cases You'll earn $2 per sign-up a webmaster you referred sends to a site promoted by PussyCash. Once the total number of sign-ups all of the webmaster you referred reaches 100 for a particular pay period, you will receive $3 per sign-up starting with the 101st sign-up.
