San Diego's Mayor Resigns

SAN DIEGO -- San Diego Mayor Dick Murphy dropped a bombshell Monday morning outside City Hall.
Murphy told members of the media at the City Administration Building that he was resigning.
"It seems clear to me the city needs a fresh start," said Murphy.
Murphy also said at the news conference, which was held at 10:15 a.m., that he would stay on until July 15.
"A good leader needs to know when it's time to move on," said Murphy.
He said that he was staying until mid-July for two reasons. First of all, he said that would allow him to complete next year's city budget. He also said he picked July 15 so that the City Council would be able to set a special election to elect a mayor to be consolidated with the Nov. 8 election, saving the city millions of dollars.
Murphy's spokeswoman Collen Rudy said Murphy had been contemplating the move for several weeks. She said that the City Council had been informed about Murphy's decision earlier on Monday.
Earlier this month, Time magazine named Murphy as one of the three worst mayors in America. The magazine said Murphy was "discredited" by the city's pension-fund crisis.
San Diego's pension system has a nearly $1.4 billion deficit and is at the heart of investigations by the Securities and Exchange Commission, U.S. attorney and FBI into city finances, possible public corruption and securities fraud.
