Yes, the ones with their heads on straight will consider promoting you at any payout rate and will at least give you a shot, trying to assess how much they can make per hit sent to you. At the same time this whole "we're in beta, we're still adjusting, we're making changes to the payout structure" does wear an air of I-have-no-fucking-clue-what-the-fuck-I'm-doing. No offense, but I think you're the first sponsor I've ever heard of offering a public beta period. Maybe I don't hang out enough around here, but I've never heard of anyone else do that before. More specifically, sponsors have a tendency to get in select people to beta test their new sites. In this case it looks to me like you're not only beta testing your new site, but also your new program altogether. I know every sponsor has growing pains of some kind, but at least they try to keep them away from the public as much as possible. I applaud the intent of (some) transparency, but as much as you try advocating for it, it doesn't change the fact that it makes you look clueless.
Personally, if I were in your shoes, I'd only offer an invite-only option to promote it to begin with, but then again I'm not you and I have a totally different background. As for hosted galleries, you have no idea how much a couple of dozen of morons with 100K/day sites and no marketing skills whatsoever will cost you. Something you might wanna think about.
