Many Pinoys (Filipinos) head overseas because of the continuously eroding local economy here. Plus in the 70's the country was ruled by a dictatorship and many families left due to Martial Law repression. Many (like myself) come back after a long time abroad to start businesses here.

Yes they can. There's DTI exemptions as well as maximum corp participation rules. Non-Filipinos/Non-balikbayans can also own homes/lots up to a certain sq meter space.
