Thumbnailer - smalleranimals.com - is still my favorite. You can easily turn any design into a "template" for Thumbnailer, save it, and whenever you want to, just point the prog at a bunch of pics and tell it to use this or that template. In no time at all you have your galleries and thumbs ready to go.
