As far as I can recall, it was a pornstar program run by MrCeleb, using the GloBill redirect codes to pass your account info on to his ready made gallery links. And it took a surprisingly long time before I started to see other programs begin to do this themselves.
But the program that really ran with the ball was NastyDollars. They just banged shit out, and it all looked tight, too.Comment

The first time I ever saw such a thing as a hosted gallery from a sponsor was stiffycash from the porncity people. I don't know if they were the very first to have them, but I'd bet they'd be damn close. Many programs did "hosted" promos back in the day.. Just to promote our sites we hardcoded the links on the tour and put it in a folder for you.. That would include galleries, promos, free sites.. Even though a gallery wasn't quite the same as it is today. This was around 97/98..
NastyDollars made hosted galleries popular.
