The whole 'game's' and balancing act. Once you've learned this, you are much better off. You have to balance bandwidth with return, renenue with expenses, and design, outsource, and profitabilty.
There are plenty who make their own and do well. Many buy templates. Traffic, you need it to get people into your site, but if they never convert, it's pointless and just another way to run up your tab. The name of the game's conversions, and no, traffic does not always bring it. You need a good design, tour, affiliates, or whatever it is you are doing. Basically, people to bookmark you and come back if you did not get them on the first visit.
You also need to put enough stuff out there via TGP/Free Site/Link Lists to make sure you establish your brand name. I'd say two a day is plenty, but if you want to spend all day doing it, I am sure there are webmasters who swear by that as well.
TGP's are what they are. In hub of sites they can be useful. A big hit of traffic for a short period of time. Link lists will bring you a bit more steady stream and bump you up on search engines. Partner accounts will atleast get your shit listed and maybe a better placing. IMHO banner ads are fairly worthless unless you are on a insanely successful traffic site with good placement.
As someone said, 5% of TGP's are low traffic yeilds, so you need to balance your time spent. Honestly you do a lot better finding out who are the main traffic providers for your niche, and narrow down the list to just those. 30-50 good sites, and 2 galleries a day are a lot better than 500 shit sites. But it's a balancing act.
I guess in the end it comes down to, "what is your time worth?"
