Requirements needed
Many domains I reccommend at least having 50 to start
The more, the better results... and does not take that much more time.
upsells and tracking urls if you want it to track
URLS to the 2257 custodian of records bs... Safety is #1

Content for your niche must be provided
The more organized your content is and web ready the better results
Can come from all angles, pics, thumbnail galleries, movies, movie galleries,
Watermark them if you feel the need.
etc etc. If you have scripts like TGP's top sites, etc, this is a plus.
Any other resources that can prove worth such as sites with traffic to start feeding, and whatnot are a HUGE plus.

Current niche's I cannot take because i am already contracted them and would not be fair.

what are you looking to do? Grunt work as in building page after page for someone?

I'm building up a lot of sites right now that are no spam, real content sites aimed at SE traffic. I'm going to be looking for someone to just build pages all day but I was going to go for an out sourced guy. Is that what you are looking to do?
