For a new 2002 non TGP low consumption/visitor site that may take over 6 months to build traffic.

I need a vitual hosting package (cgi/php not essential) where I will not pay for unused BW, or has a very low monthly fee without the crazy BW charges.
Energy hosting has a pay as you go package, can anyone confirm their reliability and honesty in metering the BW, obviously with a site like this they are not going to see much profit from me for quite some time.

Any suggestions.

He could have answered your questions ... he seemed pretty smart with that hosting stuff!

You can get a PAYG plan, upload a few files and then download them. You'll be able to see that the size of the files downloaded is what the bandwidth usage shows.
