    makes it a crime to send, distribute, publish, exhibit, advertise or perform pornographic (not "obscene") material to anyone within the state, although this bill raises each offense from a Class A misdemeanor to a third degree felony with a mandatory jail term of not less than 30 days, and a fine of not less than $1,000.

      Under the bill, ISPs are apparently required to block material deemed harmful to minors at the server level for any consumer who requests it, at no cost to the consumer:............


      ,,............although if the ISP has less than 5,000 subscribers, it can charge consumers for blocking software ? but can't make a profit in doing so.

          I read the article and it seems they are trying to implement a rating systems based on the honor system. An official database of URLS.

          As far as the legal mumbo jumbo, it seems to change the burden from the consumer to the site owner.

          The bigger story:

                      How can you argue that someone attacking the First Amendment is not anti-American?

                                                                      this allows parents who are presumably the ones bringing computers into their homes, to take 30 seconds and set content filtering on their browsers.

                                                                      now, i would love to see a UTAH court convict a webmaster for willfully providing smut to minors under that scenario.

                                                                      IMO, it won't happen.
