Is there a way to restore a database in phpmyadmin if the database was accidentally deleted?

no, but there are ways to restore DATA off of a hard drive.

Sure there is, you can export / import db's at will with phpmyadmin

if you accidently deleted it, and have no backup, phpmyadmin won't help you...
