If you actually took the time to read you would realise the actual link siad this was CRIMINALS PROTECTING THEIR MONEY , not terrorists spreading germs..

It was supected they were putting the bacteria in the bags to protect against theft. So if someone got hold of it they would be sick unless they disinfected the money..
