1) Not many I think. The scammers already knew and use this thing for a rather long time (that could be seen by some comments here where some ppl telling us they are using this way to for years).

This industry is so laced with cheaters that it's inevitable that some list sites are going to start stealing your PageRank (by telling search engines to ignore you).
