Will the bandwidth bill still be high if they freeload for hours? About 100k visits a day for example.

Bandwidth is not an issue with a text TGP.

All tgps have the same bandwidth waste.

Only for the thumbs or text size.

Thehun lists 100% submitted galleries. His BW per month is XXXXGB
If he listed 100% FHG it would still be XXXXGB

Only if you use your own galleries then do numbers change.
