blinders? we're in a 8 TRILLION dollar deficit during war time and bush has the audacity to drop 40 million on a party then expects DC to foot the bill? DC whose money is appropriated by the US Congress and is one of the poorest rural areas in the country yet they're expected to foot the bill for a president they didn't even want in office and have absolutely no say in the matter. That 40 million could be better spent on the worst school districts in the nation (DC) among many other things.
