I think the biggest thing W doesn't comprehend (or at least doesn't show it publicly) is that 49% of the votes weren't for him and a chance to vote against homosexuals gave him a 1% win. Far from any perceived "mandate" for his foreign or domestic policies. I fully believe that if you take away the people who voted solely on moral grounds the remainder wouldn't be enough to win a majority on Iraq.
