I have lived in the UK for nearly a decade and not once have I seen anyone dress up as a nazi to go to a party. There are some things you don't do ESPECIALLY if you know you will have your photo taken which he should know by now.

Not correct. Ive been to many fancy dress parties. People were soldiers uniforms from Romans to Nazis. There not saying the support the Romans, the Nazis or anyone else. They hired a costume from a fancy dress shop and wore it.
