This is the first time for me so......

but I do remember seeing a "regional" option.... pretty sure that was for US regions rather than world regions

They are not live in the google admin area.

I'm not quite sure, but for some reason I think about 4 hours or so.

You can even enter an address and specify a radius around that address!! - Very nice

Google has taken two days to activate an ad for me.

if you change anything, it will automatically go offline.. expect another day or two to approve the changes
