A quick question does Windows Server Operating system have Country Blocking Built in?
If not is it even possible to block/filter Countries using somekind of extra software?

no it doesnt have it built in, install apache then install configure it to block certain ip blocks depending on geographic location

Thanks, But I heard blocking IP blocks is not very accurate,
Do you know where I could get a list of IP BLOCKS?

yes,a mac server is better for you.
