The increase followed criticism that the initial amount was far from enough

You didn't mention that any Canadian that has had a relative affected by the disaster can sponsor them for citizenship. They'll be instantly fast tracked through immigration. At least 5,000 new Canadians are expected and no limit on the number has been set. That's worth a LOT more than any $40M.
