I can imagine some freak nasty pics some users would have...

How about the rule that you can only have your pic in your avatar and nothing else?

I'd say after 20k posts you can have an avatar, otherwise none are allowed. I'm leaning toward none allowed, because on a board as well-used as this one, it would be an incredible mess.
