Reguardless if it is free traffic or not. Why has it taken you 9 months to deliver under half of the traffic? At this rate he will see all 10k hits in just over 18 months. That is absurd.

Normally, whenever anyone makes a contest, it's with the purpose of giving exposure to their company. The person starting the contest hopes to get some advertising and consequently gain some new customers including the contest winner. When failing to give the winning prize, the person who started the contest can expect to be slammed publicly. After all, why would you do business with a company that can't provide the promised sample of their product/service?

And if brand0n did pay for the traffic, that makes it an outright scam.
