Best digital camera for the $300 - $400 price range

Just wondering what you guys would consider the best all around camera in the $300 - $400 range...looking for a 4 or 5 megapixel camera if possible and one with the least lag time in between shots (as I have heard that is the biggest downside to digital cameras) either way hopefully I can get several opinions here. Thanks.

I've gotta say, I just got a Canon Elf S500. Its a 5 megpixel and tiny ... fits in your pocket. Its about $330 or so. Plus, it also takes pretty damn good quality vids.

If you are looking for a digital mini dv video, go on Ebay and find a Sony TRV38. You should be able to find one around $400 or so. Sweet camera.
